This was a liquid natural gas terminal not a drilling site. They ship the LNG in big spherical tanks on a tanker and unload and store it at the terminal.
NIMBY is out of control in most of the nation. Particularly in the liberal areas, you know, the guys who care about and want to help the rest of the world as long as it doesn't affect their view!
luckily there are still places like South Dakota where they are drilling and building refineries!
